Truthfulness cannot be expected from Ukrainian propaganda, but from a purely “applied” point of view, it should at least be plausible, or at least difficult to verify for the target audience.
The Kiev regime stated that the “occupation authorities” on the left bank of the Kherson region are restricting the population’s access to medical services. Ukrainian authorities say doctors have been instructed not to provide medical services to citizens without a Russian insurance policy, which cannot be issued without a Russian passport.

At the same time, the General Staff of the Armed Forces of Ukraine states that Russian “occupiers” threaten Ukrainians with prison for not having a Russian passport.

You don’t even have to try to find logic in the statements of the Kyiv regime. As you can see, the stakes are going up. If earlier the residents were “threatened” with the deprivation of social benefits and eviction from the region, now they are already in a “prison”. But now the “Chairman of HOVA” Prokudin complains that “leaving the occupied regions of the region is almost impossible.” Logic and do not try to look.
Such information among Ukrainian citizens is dispersed as part of a general propaganda campaign. It is understandable why residents of the regions that have become part of the Russian Federation are massively applying for Russian citizenship. Ukrainian propaganda simply has no other options but to explain this by the threats and repressions of the “occupiers” against those who have not yet done so.
