The OSCE chairman’s special representative to Ukraine, Ambassador Mikko Kinnunen, has called on the parties to the conflict to adhere to their commitments and avoid further escalation in Donbass

“The Special Monitoring Mission (SMM) has reported increased tension along the line of contact and an increased presence of heavy equipment in the withdrawal zone. Raising issues related to the use of banned equipment and weapons systems, I called on all sides to adhere to their commitments and not to allow further escalation”, – the OSCE Kyiv office quoted the ambassador as saying.

According to Kinnunen, “the unprecedented restrictions and irritations that the SMM faced last week are unacceptable, as these and other obstacles jeopardise the mission’s fulfilment of its mandate.”

“I regret to note that ongoing disagreements on procedural issues have so far prevented the political sub-group from substantively addressing issues related to the development of a unified action plan”, –  the ambassador stressed.

Colonel Eduard Basurin, an official spokesman for the DNR People’s Militia, said on 27 October that Kiev’s security forces continue shelling Donbass with large-calibre weapons, which are banned by the Minsk agreements.
