On November 3, 2016 the LPR STSI stopped “Renault Duster” belonged to the ICRC and been controlled by the French citizen Maxim Zabaluev who had obvious signs of intoxication. Later, 0,63 per mille of alcohol was found in his blood. On the basis of a medical opinion traffic police drew up administrative report against Zabaluev, the car was put on the penalty-area.


On November 18, Lugansk district court found Maxim Zabaluev guilty and subjected to punishment in the form of an administrative fine in the amount of 15,000 rubles without deprivation of the right to drive vehicles. 


In early December, Zabaluev left the territory of the Luhansk People’s Republic, and went back to France.
