Ukrainian side has disrupted the disengagement of forces and hardware in Stanitsa Luganskaya area, LPR envoy to Minsk negotiations said.

“Ukraine has again refused to disengage forces and hardware in Stanitsa Luganskaya area,” Vladislav Deinigo said.

Earlier People’s Militia Command chief Colonel Oleg Anaschenko said that militiamen fired white signal flare at 10.50 a.m. to indicate their readiness to start the pullback, and were expecting the response in an hour instead of 20 minutes as had been settled. He explained that the arrangement was made to prevent the Ukrainian side using the pretext of time difference as Ukraine has changed the clocks back to winter time (UTC+02:00).

At 11.50 a.m. (10.50 a.m. Ukrainian time) the representatives of LPR People’s Militia launched a second signal flare to confirm they are ready to withdraw. No response followed.
