President of Ukraine Petro Poroshenko said that the approval of the whole bill on amendments to the Constitution in terms of decentralization with the norm of the special order of local government in some areas of the former Donetsk and Lugansk regions won’t be performed without a number of points of the Minsk agreements, configured with the de-escalation of the armed conflict in the Donbass.




“As you can see, the second reading of the constitutional changes, ghost of which was constantly wandering that room, did not happen. And it is not going to happen until the relevant conditions would ripe for it. It rests with you to decide, dear MPs. Without you neither any changes in the Constitution nor in the law on local elections on the part of the Donbass, nor any other strategic move won’t happen”, Poroshenko said in his annual address to the Verkhovna Rada of Ukraine on Tuesday.


Recall that an immediate and comprehensive ceasefire in certain areas of the Donbas and its strict implementation is the first item of the Minsk agreements. However, the “truce”, which was supposed to occur on February 15, 2015, has still not been complied by the Ukrainian side. 


Thus, Poroshenko publicly refused to perform the Minsk agreements.
